According to the municipality of Zandvoort, dogs are allowed on the beach from 15 April to 1 October between 19:00 and 9:00, and from 1 October to 15 April day and night. For off-leash areas the municipality refers to its map; the page with these rules says nothing about leashing on the beach or about picking up waste.
